4. Planning
a) 19/17795/FUL – Extension and alterations to Maes-y-Garn Cottage Fforddlas for Mrs C James No Objections
PERMISSION REFUSED
b) 19/1103/REM – Proposal: Section 73 application for the variation of conditions 1,2,3 from planning approval P/2012/1214 in regards to extending the time limit for the submission of reserved matters – Land South of Willow Glade
5. Highways
Powys CC ‘s Response from last meetings requests –
a. Powys have issued works orders to fill potholes on U0131 Penhenallt Road and patch the edge deteriation on U0128 Brynglessey Road which will be added to the Capital List for further work
b. 30mph on Llanthomas Lane- they support this but have very limited funding for this type of work and it will be assessed and ranked against other proposals in the County.
Cost of a traffic regulation order is £3090 which could be funded by Local Residents or Community Council. Cllrs wished to ask for a breakdown on this figure.
c. ‘Unsuitable for HGV’s’ signs have been placed on Llanthomas Lane
d. Tygolchi Hedge has been trimmed back
e. Powys CC -Winter Gritting- the road through Llanigon has been removed from the primary to the secondary treatment regime and will be treated on a responsive basis having regard to local conditions and resource- Cllrs did not agree with the road being placed on the secondary treatment regime. Clerk to respond
f. Cllr. Hughes – Capel-y-ffin Road, potholes and overhanging branches still not dealt with. Clerk to ask Powys Highways to write to the land owners requesting that the roadside hedges are trimmed back as Lorries have to travel up the Pandy/Llanthony Road and not the direct route over the mountain to deliver to Capel-y-ffin
g. Cllr. Outhwaite – Llanigon Village footpath and road- damage done by DWR Cymru water tankers delivering to tank on Brynglessey Road- this had now been cleaned and tarmac will be put on the sides of the footpath
Other issues to be reported:
h. Caenantmelyn Road needs to be swept
i. Water standing on road at Llwynberried crossroads
6. Finance
a) Quarterly Budget Monitoring for 2019-20.
Council’s main funds are in a Current account. Clerk cannot correct this as not a signatory on Account. Cllrs agreed for Clerk to do Online Banking
b) External Audit – completed- main points raised as follows
i. Late Approval of Accounts – due to Internal Audit not completed on time- Internal Auditor was ill so Audit delayed
ii. Notice of Appointment of Date for the Exercise of Elector’s Rights – as a result of late approval this was not correctly timed- this due to the Internal Audit delay
iii. Website – no website for Council- this is in process of being done, photos needed for the website
iv. High Level of Reserves – should take steps to reduce level of reserves in future years as it is 1.76 times the Annual Precept for 2018/19 -Cllrs agreed to maintain the level of funds until decision is made on Llanigon School site
v. Financial Regulations and Standing Orders – these had been adopted after year end so incorrect procedure – it was agreed to adopt these at the AGM every year
c) Lisa Howard, Hay Swimming Pool – asking for a donation to help with pool repairs and upgrade- Cllrs agreed to donate £300- Cheque to be issued
d) Review of Donations 2019-20 –

ii. Llanigon Churchyard - £200
iii. Hay & District Dial-a-Ride - £300
iv. Wales Air Ambulance - £300
v. Brecon Advice Centre - £50
7. Items for Discussion
a) Llanigon School Site update – no update
b) Seniors Meal – Wednesday 18th December preferred date, Starters soup or pate, Beef or Turkey, sweet and cheese and biscuits. Entertainment- Clerk to ask John Price for films, other possibility – Blue Grass Band
c) Any other Business Chair/Vice-Chair thinks needs urgent attention- None
